The Chair made the following announcements:

 

1.  Members of the public were permitted to film, broadcast, and report on the meeting, subject to the efficient running of the meeting not being affected.

 

2.  Members of the public were requested not to call out during the Committee’s discussions on any item.

 

3.  There were no planned fire drills so in the event of an alarm sounding, evacuation instructions would be given by officers.

 

4.  That it be requested that any devices be switched off or onto silent mode.

Minutes:

The Committee considered application WNS/2022/0253/FUL for a proposed infill dwelling with parking, turning and amenity space at Land South of Cross Lane, Helmdon for Mr & Mrs Foote.

 

Andrew Gray, of Aitchison Rafferty Consultants, addressed the Committee in objection to the application on the grounds of the impact on pedestrians, parking provision and turning space, highway safety, the width of the proposed access, and the distance between the dwelling and the main road and the implications this may have on bin collection and fire service access.

 

Chris Gartside, a local resident, also addressed the Committee in objection to the application.

 

John Marchant, on behalf of Helmdon Parish Council, addressed the Committee in objection to the application and provided the Parish Council’s view that the proposed development gave a lack of consideration to the impact on neighbouring properties in relation to parking provision, turning, access and construction.

 

Councillor Charles Manners, the local ward member for Silverstone and originator of the call-in of the application, provided a written address to the Committee in objection to the application, which cited parking and access issues, the siting, size and height of the proposed house and garage, the impact on surrounding properties including a grade 2 listed building.

 

In reaching its decision, the Committee considered the officer’s report and presentation, the addresses of the public speakers, and the written updates.

 

Resolved

 

(1)  That authority be delegated to the Interim Assistant Director – Planning and Development to grant permission to application WNS/2022/0253/FUL subject to the conditions set out in the officer’s report, and any amendments to those conditions as deemed necessary.
