Report of the Environmental Health and Licensing Manager

Purpose of Report

That the Committee be requested to note the comments received following the statutory public consultation for the draft West Northamptonshire Council Statement of Gambling Licensing Principles Policy and to recommend to Full Council that the policy be adopted.

Recommendations

1.1      To note the comments received following the consultation on the draft West Northamptonshire Council Statement of Gambling Licensing Principles Policy (Appendix B)

1.2      To recommend the adoption of the draft West Northamptonshire Council Statement of Gambling Licensing Principles Policy to the full Council at (Appendix A)

1.3      To to make a recommendation to full Council that it does not make a “No Casino” resolution for inclusion within the final West Northamptonshire Council Statement of Gambling Licensing Principles Policy (see resolution at paragraph 6.7 below).

The Environmental Health and Licensing Manager submitted a report which requested the Committee note the comments received following the statutory public consultation for the draft West Northamptonshire Council Statement of Gambling Licensing Principles Policy and it be recommended to Full Council that the policy be adopted.

In introducing the report, the Environmental Health and Licensing Manager explained that the Council’s licensing service was operating under three separate legacy Statements of Gambling Licensing Principles Policies, each made by the three former district councils that now make up the Council. These legacy policies remain lawful and in force until such time as the Council publishes its own Policy, as required by section 349 of the Act.

Resolved

(1)  That the comments received following the consultation on the draft West Northamptonshire Council Statement of Gambling Licensing Principles Policy be noted.

(2)  That Full Council be recommended to adopt the draft West Northants Council Statement of Gambling Licensing Principles Policy.

(3)  That Full Council be recommended not to make a ‘’No Casino’’ resolution for inclusion in the draft West Northants Statement of Gambling Licensing Principles Policy.

The Chair to advise whether they have agreed to any items of urgent business being admitted to the agenda.
