Councillor Dermot Bambridge, Declaration, as a member of Silverstone Parish Council and the local Community Liaison Group which had been consulted on the application.

 

7. Proposed Karting Circuit, Silverstone Circuit, Dadford Road, Silverstone

 

Councillor Dermot Bambridge, Declaration, as a member of Silverstone Parish Council and the local Community Liaison Group which had been consulted on the application, and as a recipient of hospitality from the applicant, would address the Committee in his capacity as local ward member for Silverstone and leave the meeting for the duration of the debate and the vote on this item.

The minutes of the meeting of the Committee held on 8 June 2023 were agreed as a correct record and signed by the Chair.

The Chair made the following announcements:

 

1.    Members of the public were permitted to film, broadcast, and report on the meeting, subject to the efficient running of the meeting not being affected.

 

2.    Only those people who had registered, in line with the Committee’s speaking procedure, were able to address the meeting.

 

3.    Members of the public were requested not to call out during the Committee’s discussions on any item.

 

4.    The meeting was being webcast on the Council’s corporate YouTube channel, therefore all those speaking were asked to please utilise their microphones when doing so.

 

5.    There were no planned fire drills so in the event of an alarm sounding, evacuation instructions would be given by officers.

 

6.    That it be requested that any devices be switched off or onto silent mode.

The Committee considered application WNS/2022/2270/MAF for earthworks to redistribute an existing spoil heap to create a new planted bund and two landscaped mounds together with associated green infrastructure at Land East of Dadford Road and South of A43 Silverstone Bypass, Silverstone Park, Silverstone for MEPC Silverstone GP Ltd.

 

There were no public speakers on this item.

 

In response to questions from the Committee regarding whether construction traffic would be routed through Silverstone village, the Principal Planning Officer explained that a Construction Management Plan had been submitted alongside the application, which had received no Highways objections, which did not include the routing of construction traffic through Silverstone Village.

 

It was proposed by Councillor Ken Pritchard and seconded by Councillor Anthony S. Bagot-Webb that application WNS/2022/2270/MAF be approved in accordance with the Case Officer’s recommendations, subject to the strengthening of the Construction Management Plan to prevent construction traffic from passing through Silverstone Village. The motion was put to the vote with eleven votes cast in favour of the motion and none cast against, therefore the motion was carried.

 

In reaching its decision, the Committee considered the Case Officer’s report and presentation, and the Committee Updates.

 

Resolved

 

(1)  That authority be delegated to the Assistant Director – Planning and Development to grant permission to application WNS/2022/2270/MAF subject to:

 

1.    The strengthening of the Construction Management Plan to prevent any construction traffic passing through Silverstone Village (exact wording to be delegated to officers)

 

2.    The conditions set out in the Case Officer’s report (and any amendments to those conditions as deemed necessary)

Minutes:

The Committee considered application WNS/2022/1517/MAF for the provision of a karting facility including: a two storey building to provide briefing areas, race control, support and spectator facilities; single storey scrutineering building; new karting track; technical and paddock area of hard standing; fencing; car park; earthworks; and site for temporary events stage at Silverstone Circuit, Dadford Road, Silverstone for BRDC / Silverstone Circuit Ltd.

 

At the outset of the presentation, the Principal Planning Officer drew the Committee’s attention to the fact that all proposed conditions for the proposed development had been included as part of the Committee Updates, as these had not yet been finalised at the time of the publication of the agenda.  

 

Jane Lock-Smith, the Agent for the Applicant, addressed the Committee in support of the application and outlined the potential benefits that the proposed development could bring to the local community and wider local economy.

 

Councillor Dermot Bambridge, speaking in his capacity as the local ward member for Silverstone, addressed the Committee in support of the application and reiterated his view that, if approved, the proposed development could prove to be a significant asset to the local community for years to come.

 

It was proposed by Councillor Ken Pritchard and seconded by Councillor Enam Haque that application WNS/2022/1517/MAF be approved in accordance with the Case Officer’s recommendation. The motion was put to the vote with ten votes cast in favour of the proposal and none cast against, therefore the motion was carried.

 

In reaching its decision, the Committee considered the Case Officer’s report and presentation, the address of the public speaker, and the Committee Updates.

The Committee considered application WNS/2022/1786/NA for a Neighbouring Authority Consultation with Buckinghamshire Council linked to application WNS/2022/1517/MAF for the provision of a karting facility including: a two storey building to provide briefing areas, race control, support and spectator facilities; single storey scrutineering building; new karting track; technical and paddock area of hard standing; fencing; car park; earthworks; and site for temporary events stage at Silverstone Circuit, Dadford Road, Silverstone for Buckinghamshire Council reference 22/003079/APP.

 

It was proposed by Councillor Ken Pritchard and seconded by Councillor Anthony S. Bagot-Webb that authority be delegated to the Assistant Director – Planning and Development to confirm with Buckinghamshire Council that there are no outstanding objections, subject to the agreement of conditions between both authorities. The motion was put to the vote with ten votes cast in favour of the application and none cast against, therefore the motion was carried.

 

In reaching its decision, the Committee considered the Case Officer’s report and presentation, and the Committee Updates.
