The functions of a local authority are divided into two broad categories:
Ø Executive and Non-Executive.
Ø The Council and its committees decide non-Executive matters, and all other matters are made by the Executive.
The Cabinet exercises all of the Council’s executive functions, receives reports, referrals and recommendations from other Committees and formulates recommendations in relation to the budget and policy framework.
The function of determining Executive Portfolios sits with the Leader of the Council and can be varied at the discretion of the Leader.
