The Highways Contract should be awarded to Bidder Z* and that Bidder Z* is appointed as Preferred Bidder whilst due diligence checks are carried out on that Bidder.

Note that the decision to select the preferred bidder was made anonymously, from the 3 bidders which remained in the final stage of the procurement process. *These bidders were referenced as X, Y and Z.

The decision makers were later notified that the Bidder Z* is Kier Highways Ltd.

The award of the contract will be subject to due diligence and the conclusion of the call-in period and the Alcatel period.
